That assessment is honest. If the framing is solid, we tell you and build on it. If the rough-in plumbing was never inspected and is buried in a wall, we tell you that too, because covering someone else's mistake just makes it your problem later.
Once we know what we are dealing with, we deal with the paperwork. The permit is usually still in the old contractor's name, so we file the contractor of record change to make the project legally ours to finish. If the abandonment left an open stop-work order or code violation, we clear that at the same time.
